Release of Rates Effective January 1, 2014 and After
CMS approved SPA 13-005 which reduces the Medicaid rate reduction for nursing facilities from 5% to 3% and the Medicaid rate reduction for ICFs/IID and CRFs/DD from 3% to 1% effective January 1, 2014. Accordingly, Medicaid rates incorporating this change will be released starting July 25, 2014. Due to the volume of Medicaid rates and retroactive claims adjustments needing to be processed, the Medicaid rates will be released in daily batches and alternate between ICF/IID and CRF/DD and Nursing Facility providers. Once all processing related to the effective date of January 1, 2014 is complete, any rates for effective dates prior to January 1 which need to be released or revised due to a completed compliance review will be released and subsequently followed by the release of Medicaid rates effective April 1, 2014. Below are the following documents:
  1. Rate Release Plan for April 1, 2014 & Forward which provides the timeline for the release of rates.
  2. ICF/IID and CRF/DD Listing which provides a listing by facility indicating the batch their rate will be released.
  3. Nursing Facility Listing April 1, 2014 which provides a listing by facility indicating the batch their rate will be released.

Miller Trust:
The Indiana Family and Social Services Administration (FSSA) has transitioned to a 1634 State for Medicaid eligibility. This is to provide additional guidance regarding Medicaid Reimbursement for court-appointed guardian, financial institutions, or Third Party Trust (Miller Trust) Costs for nursing facility, ICF/IID, and CRF/DD residents, the Office of Medicaid Policy and Planning (OMPP) provides the following policy clarification.

Legal and Administrative fees incurred to set up and maintain a Third Party Trust or fees for a court-appointed guardian/financial institution are allowable costs, and should be reported on a provider's Medicaid Financial Report on line 407, to the extent these costs were not covered by the resident's personal funds.
